On 22 December I participated in

on Cabo Verde, co-sponsored by the OECDDevelopment Centre thanks
to a grant from banco de Portugal at the Delors center.
On 21April I commented on the Global Development Finance
2004 report of the World Bank at the Gulbenkian Foundation
On 14 April, I participated in a roundtable on strategies for
Angola at the Gulbenkian Foundation. I distributed a paper on the possible
contribution of the Tropical Research Institute on the topic
Financing for Development and spoke about future plans, especially
the follow-up to the 2003 Luanda seminar convened by Africa Hoje
magazine.
On 7 April, I participated
in a seminar on budgetary rules hosted by the President of the Republic
at the Belém Palace in Lisbon which followed Chatham House rules
and was based on presentations by Manuel Pinho and Teodora Cardoso. Daring
a pun with the description of the Stability Pact, one participant wondered
whether the message should not be along Mariano Tommasi's interpretation
of the Argentine convertibility law, It´s not the policy it´s
the polity stupid.

EU enlargement at the Catholic University´s Jobshop
On 9 March, I participated
on a panel on the 2004 budget organized by the Porto School of Economics
along with Teodora Cardoso and moderated by João Loureiro.
I then moderated a workshop on economic governance at the University
of Aveiro.
