I was included in the lists of the Social Democratic Party (Oporto constituency) to the Portuguese Parliament in the Summer of 1991 and participated in the electoral campaign in September, during my annual leave from the European Commission. I was elected on 5 October and I served as Minister of Finance from 31 October 1991 to 7 December 1993.

After leaving the Ministry, I took my seat. On March 9, 1994 I was unanimously elected President of the European Affairs Commitee, a post I held until the end of my term in October 1995.
